LITTLE VALLEY — Cattaraugus County Legislator Michael Brisky, R-Franklinville, has resigned and has been appointed deputy county administrator.
Brisky, who was Cattaraugus County Legislature vice chairman, was one of four legislators in District 4 that covers the towns of Ashford, East Otto, Ellicottville, Farmersville, Franklinville, Freedom, Great Valley, Ischua, Lyndon, Machias and Yorkshire.
Before the first time he was elected county legislator in 2019, Brisky served 3 1/2 years as the Republican election commissioner. He was re-elected in November 2023 along with 14 other Republicans. There were no Democratic candidates on the ballot.
County Administrator Kelly J. Reed said Thursday that Brisky filed his resignation with the Board of Elections at 9 a.m. on Monday. “He joined our office an hour later as deputy administrator.”
She said, “Mike is very capable. He’s a very smart guy and has a vast array of knowledge of the county. I thought he would be a great fit for the office.”
When Reed, the former deputy administrator, was appointed to succeed former County Administrator Jack Searles, who retired June 30, her former position became vacant. Brisky was mentioned as a possible candidate for the deputy’s post when Searles announced plans to retire earlier this year.
Reed said Brisky’s role will be as a backup for her duties, an advisor to department heads and legislators and work on budgets. Ryan Ferguson continues to serve as deputy budget director.
As Finance Committee chairman, Brisky worked closely with the county administrator’s office on county budgets. As he joined the county administrator’s staff Monday, the office was already deep in preparations for the 2026 county budget.
“He’ll be a Jack of all trades, just like me,” Reed said in her office Thursday. Reed said she will continue to serve as county nursing homes administrator for the time being.
“I look forward to Mike joining our office,” Reed said. “It’s a really great team and I enjoy working with all of them.”
Brisky told the Olean Star, “I’m just excited for a new opportunity. I look forward to working with Kelly and continue to serve the residents of Cattaraugus County”
It’s unclear how much Brisky’s salary will be as deputy administrator. Neither she nor Reed addressed the salary issue.
There was no immediate word on who from District 2 would succeed Brisky in the county legislature.
County Republican Party Chairman Mark Heberling did not return calls seeking comment. The Olean Star was also unable to reach Republican Election Commissioner Cortney Spittler.
Democratic Election Commissioner Kevin Burleson said the county legislature will make an appointment to fill the vacancy based on the recommendations of Republican commitment from the towns in District 2.
Because of the timing of Brisky’s resignation, there will be no special election this November. The legislative appointment will run through Dec. 31, 2026, and be on the November 2026 ballot.
Finally, Brisky’s resignation opens up the office of vice chairman, who serves as Finance Committee chairman.
Political pundits suggest Majority Leader Kelly J. Andreano, R-Olean, may be next in line to become vice chairman.
Other Republican leaders who may also be interested in becoming vice chairman or majority leader include Norman Marsh, R-Little Valley, the current assistant majority leader, or Donald Benson, R-Allegany, the majority whip.
