New ready-mix concrete plant Planned for Homer Street, Olean

ELLICOTTVILLE — A Chautauqua County firm plans to build a ready-mix concrete plant to the former Olean Industrial Park on Homer Street.

Jamestown Macadam Inc., currently supplies Olean and Cattaraugus County construction sites from its plant in Falconer. 

The industrial park site at 229 Homer St., has an office building and garage onsite. It is the former Benson Construction office site. The buildings would be renovated in the $2.5 million million project. Eight full-time jobs would be created with a first-year payroll of $49,000.

The company filed an application for sales tax exemption and a payment in lieu of taxes agreement with the Cattaraugus County Industrial Development Agency. Inducements include $24,000 in sales tax exemption and $106,000 14-year Brownfield PILOT, about half the amount of taxes on full assessment.

Chris Smith of Jamestown Macadam told IDA board members on Tuesday that area contractors had sought a more local presence for the company. Falconer is an hour or more away from Olean and parts of Cattaraugus County.

The IDA board voted to set a public hearing on the Jamestown Macadam proposal at the Olean Municipal Building later this month.

A $9.8 million plan by Field of Dreams in Allegany to build  an additional 40 cottages for residents to purchase and take advantage of amenities offered through the 140-resident assisted living facility.

Field of Dreams currently has 61 full-time and 22 part-time employees. With the expanded cottage community, employment would grow by three full-time and 10 part-time positions within two years of the project’s completion.

The estimated value of the inducements for the cottages project is $1.3 million over the 10-year PILOT.

The IDA also approved an application from Sports Locker Inc., 711 W. State St., Olean, to expand its team apparel, silk screening, embroidery and banners, uniforms and retail store. 

Sports Locker plans a $200,000 investment including a large sewing machine, equipment to produce uniforms, a new roof, technology software, lighting, production equipment, security system and materials for uniforms. The company stated the project will retain 40 current full-time employees and create two additional full-time jobs within two years.

Sales tax savings are estimated at $16,000, $17,259 from a mortgage recording fee exemption and a $130,000 six-year PILOT — for a $1,259 savings over full property 

taxes. No public hearing was required as the benefits were under $99,000, IDA Executive Director Corey Wiktor said.
