Cattaraugus County Legislature approves mosquito spraying funds

LITTLE VALLEY — Cattaraugus County lawmakers raced through a 28-resolution agenda on Wednesday. 

With no committee meetings the week before, all resolutions were presented for immediate consideration.

Topping the agenda were two resolutions related to mosquito spraying, if necessary, over parts of the county including the Allegheny River Valley and its tributaries.

Eight municipalities including the city and town of Olean and towns of Allegany, Portville, Hinsdale, Carrollton and Great Valley and the City of Salamanca, have contracted with the Cattaraugus County Health Department to pay for a portion of any spraying program.

The City of Olean is scheduled to pay $19,495 and town of Olean $4,643; Allegay, $19,351; Carrollton, $2,738; Great Valley, $6,909; Portville, $5,614, and City of Salamanca, $7,821.

The county health department has awarded bids to Duflo Spray Chemical Inc., Lowville, for aerial spraying of both insecticide at $4.87 to $5.10 per acre or $53,492 and $58,018 respectively, and $20.51 per acre for larvicide or $71,035.

Larvicide is used to spray over wetland breeding areas when large numbers of mosquito larvae are found in breeding pools, while insecticide is sprayed when large numbers of mosquitoes or those capable of carrying dangerous diseases are found in traps.

Legislators also approved receipt of a $300,000 grant from the state Office of Homes and Community Renewal for the county’s Microenterprise Assistance Program.

Another resolution that was approved calls for increasing the payment to the city of Olean for disposal of leachate from 0.0113 per gallon to 0.0116 per gallon. The leachate comes from the former Farwell landfill in Ischua and is a result of water percolating through buried solid waste and picking up various contaminants.

Also approved was a resolution approving a contract between the Cattaraugus County Community Services Board and Recovery Options Made Easy, Gowanda, for provision of a peer specialist for the Mobile Transitional Support Team. The nonprofit group will receive $67,662 to provide a peer specialist.

Another resolution calls for Recovery Options Made Easy to provide a certified recovery peer advocate and a clinic peer specialist for the Mental Health Clinic for $135,637.

A third resolution calls for providing $53,304 for a crisis peer specialist.

Also, County Legislature Chairman Andrew Burr, R-Gowanda, declared the week of May 11-17 to be National Skilled Nursing Care Week. The theme is “Tapestry of Life.”

Burr presented a copy of the proclamation to Deputy County Administrator Kelly Reed, who also serves as director of county nursing homes.
